Creates a NEW SPECIALTY CRIME.
The law may be well intentioned, but it adds another specialty crime to our criminal code which could just be included as part of similar offense, such as "theft" with minor alterations.

The law seems well intentioned, but it is TOO CUMBERSOME. LA RS 14:81.5 covers a similar topic and is limited to "video." An expansion of this statue instead of creating a completely new statute would be more appropriate. Additionally, the language of the proposed measure needs to be curtailed. Police officers enforcing criminal codes ARE NOT LAWYERS. They need to have a clear understanding of which conduct is permitted, such as is the case in LARS 14:81.5.
