Lafayette’s City Council approved DDA and Kevin Blanchard‘s $1 million redevelopment study—then Mayor Monique Blanco-Boulet vetoed it. This wasn’t just a study, though. It was a shift in control.
The agreement authorizes work before the scope is defined, allows the Downtown Development Authority to act on behalf of the City, and limits the City’s role to being notified of changes instead of approving them.
Supporters of Blanchard’s agreement say the Council would still be involved. But there’s a difference between being informed… and being in charge.
