Creates a new limited scope license for certain behavioral health workers who have not passed licensing exams but have experience providing CPST (Community Psychiatric Support and Treatment) services.
Key Provisions:
- Allows provisional counselors, marriage and family therapists, and certified social workers who have not passed their licensing exam but have provided CPST services to receive a limited license.

Amends provisions regarding emergency certificates used for admitting individuals to mental health treatment facilities. It allows medical providers issuing an emergency certificate to indicate if the individual is willing to seek voluntary admission upon arrival at the facility, in addition to stating if they are unwilling or unable to seek voluntary admission.
