These are not fee mandates they're re-setting maximums. They current low caps have these facilities underwater--those who use them should support more of their overhead.
Increases and caps the administrative and service fees charged by the Louisiana Department of Health (LDH) in parish health units.

HOUSE floor amendment [LINK] adds a reporting requirement. It requires each public school to report annually to the Louisiana Department of Health the number of student screenings conducted, broken down by grade level.
HOUSE education committee amendment [LINK] lets principals decide when and where to give the assessments. It also defines who qualifies as a licensed behavioral health provider and requires the Louisiana Department of Health to give schools a list of approved providers. The assessments must be provided at no cost to the school system.
This bill is a clear example of government overreach into private family matters. While it requires parental consent, it still mandates that public schools offer mental health assessments to all students in grades 4 through 12, effectively normalizing state-initiated behavioral screenings of children as young as nine.
The bill undermines parental authority by placing schools in the position of prompting mental health evaluations, rather than parents making that decision based on individual needs. It raises significant concerns about student privacy, potential stigmatization, and the long-term handling of sensitive mental health data.
Mental health decisions should remain entirely within the control of families, not school systems. Even an opt-in requirement does not eliminate the pressure or implication that such evaluations are needed. HB 486 sets a dangerous precedent for expanding state influence over children’s health care and parental decision-making.
