Lies, cries, and a host of typical diversionary tactics. That is how government officials typically respond when called out for illegal, unethical, or just questionable practices. Some heed advice such as ‘ignore it’ or ‘it will just blow over’, but that only works for those easily distracted. We aren’t! Join us as we look closer at the inner workings of Charlotte Clavier’s City of Carencro and just who is benefiting from your tax dollars.

Makes you want to Slap Ya’ Mama

Anacharsis was a Scythian prince and philosopher around the 6th century B.C. He said, “Laws are like spiderwebs: they catch the weak and poor, but the rich can rip right through them.” Anacharsis lived under a monarchy, and we can only wonder whether his choice of words would have been different under our current government. Perhaps instead of using the word “rich,” he would have said “connected” or “influential.”

The findings of the City of Carencro’s auditor raised concerns about a misappropriation of public funds concerning the Carencro C’est Bon Seasoning Fest. That is what caught our eye and warranted further examination. However, it was the obstruction of records and lack of transparency related to the so-called non-profit organization (funded by your tax dollars) that kept us coming back. And every time we take another look at another facet, we find something else.

Thomas Paine said:

“A body of men holding themselves accountable to nobody ought not to be trusted by anybody.”

No, Paine was not referring to insurance reform in Louisiana. But he was referring to elected bodies and leaders.  His advice transcends time and place.

You see, a circle of people is tied to the organization, the Carencro C’est Bon Seasoning Fest, that keeps coming up in transaction after transaction with the City. Now, this is NOT to say that all or any of these individuals are doing anything illegal, although some warrant a closer look.

This is a Slap in the Face…

Tonia Johnson, one of the initial directors of the Carencro C’est Bon Seasoning Fest, Inc., said:

“This is a slap in the face to our city.”

Johnson wasn’t referencing the festival or our work on the event. It doesn’t seem as though some people are concerned about the illegal spending of tax dollars, just how their association with the festival and individuals may impact their names. When Johnson made the remark, she was upset that Ava Claire Broussard, Miss Scott Boudin Festival XII, would be a guest at the Mercredi Show at Pelican Park in Carencro. Really!

Johnson’s opinion does matter, though. In addition to being a resident and taxpayer, she also has a lot of sway at Pelican Park. Tonia and her husband, Jake Johnson, own and operate Warchief’s Sports, which primarily operates at Pelican Park. Jake Johnson is also a Commercial Insurance and Risk Advisor with the Poirrier Group in Lafayette.

In August 2023, the City of Carencro passed a resolution authorizing Mayor Charlotte Clavier to retain the Poirrier Group. The City of Carencro then agreed to pay the Poirrier Group $5,000.00 for “insurance consulting services” through the end of 2023. In January of 2024, the City of Carencro switched its property insurance carrier to the Poirrier Group, costing taxpayers $123,015.00. An additional payment of $48,855.03 of coverage for the police station was made in June of 2024. Then there was a payment in January of 2025 for $133,543.00. The invoices for all three payments list the same producer, Jake Johnson.

It Doesn’t Stop There

Tracy LeNormand, another of the initial directors of the Carencro C’est Bon Seasoning Fest, Inc., in a message with Mayor Charlotte Clavier, referring to the C’est Bon Seasoning Festival, stated:

“I thought you said it wasn’t a big deal don’t worry about it y’all . Had it handled, told us not to worry. 🫣”

“I’m about to lose my F*cking mind. I didn’t sign up for my name to be brought into this sh*t. I want to do what’s right and good for a community not to have my name drug through the mud! I swear this will give me a mental breakdown.”

Again, we ARE NOT suggesting that Johnson or LeNormand have done anything illegal, although others may have. This merely illustrates some critical connections and how money tends to flow from the public coffers to certain persons.

LeNormand and her husband, Keith LeNormand, own and operate Who Dat Cutz, LLC. In April 2023, the City of Carencro began paying Who Dat Cutz for “mowing services” at various locations, including the Old Police Department, City Hall, Welcome Center, and Community Center.

Payments For Work Never Performed

The city’s payment of $4,895.00 to Who Dat Cutz seems trivial. But what if payments were made to a vendor for work that was never performed? We uncovered that in another situation.

Beginning around January 2024, the City of Carencro started making payments to TVS, or Total Video Services. We couldn’t find the company registered with the Secretary of State. However, the invoices also contain the name David Bernard. Some sources say Bernard was also instrumental in the C’est Bon Seasoning Festival.

What we do know is that between January 2024 and March 2025, Total Video Services received payments from the City of Carencro totaling $67,349.00 for concrete work/repairs at various sites. In some instances, payment was made without the work ever being performed.

More Taxpayer-Funded Gifts

Some people get Christmas gifts from the government. Others allegedly use their handouts to purchase gifts for their spouses’ birthdays. We are not sure what TVS used the $26,752.00 it received on December 16, 2024 for, but it was not to complete the repairs it was hired to complete.

According to the invoice submitted by TVS, which the City of Carencro received on December 12, 2024, TVS was to “breakout, remove, haul, dispose, grade, pour, and finish sidewalks 3500PSI w Fiber” at the following locations:

  • 505 / 507 Walter
  • 101/127 Festival
  • 412 Summerfest
  • 103/104 Carnival
  • 307/410/411 Pavilion
  • 513 Saddlecrest
  • 208 Rue Envie
  • 101/105/203 Rue Ciel
  • 102 Rue Nuaga
  • 404 Pelican Ridge Cove

These sites were inspected prior to our public records requests on May 14, 2025, and only one showed significant evidence of being repaired. However, we recently revisited several of the same sites (after submitting the records requests) and found that they are suddenly being worked on!

Work was performed five months after the invoice being submitted for payment, a payment of $26,752.00 was made and only after Citizens for a New Louisiana inquired about payments to the vendor.

The City of Carencro administration lacks competence or intentionally engages in corrupt practices by paying out money for work that is not being completed. Whatever the case, it is likely that if we had not called attention to the matter, these repairs may have never taken place at all.

Additionally, we asked for insurance verification for the vendor performing the repairs going back to January 2024. What we were provided with was a certificate of liability insurance showing a policy issued on May 14, 2025, the same day as our public records request. Coincidence? Not a chance. Incompetence? Absolutely. Corruption? Very possible.
