SENATE committee amendments [LINK] redefine the crime of child grooming to include any act intended to persuade or coerce a child under 13 to enable a lewd or lascivious act. They add specific factors for courts to consider, such as whether the child was isolated or exposed to sexual content. The penalty is up to 15 years in prison.
Creates the crime of "child grooming" in Louisiana. Under the proposed R.S. 14:81.7, child grooming is defined as an adult, who is at least two years older than a minor under seventeen, taking actions to persuade, induce, entice, seduce, or coerce the minor into conduct that would facilitate the commission of a lewd or lascivious act. Penalties include imprisonment for up to five years, or for offenders over seventeen engaging with minors under thirteen, imprisonment ranging from two to twenty-five years with hard labor. Additionally, the bill seeks to amend R.S. 15:541(24)(a) to classify child grooming as a sex offense.
